  28. <meta content="Despite widespread adoption of Porter's Industrial Cluster Theory as a policy development
  29. framework by federal and state governments over the past decade, Australia remains significantly
  30. below the OECD average in terms of its industries' economic contributions to real
  31. wealth creation (Brown 2000; OECD 1998). The major cause cited for this relatively poor
  32. performance has been inability of key government officials to implement effective industry
  33. policy that simultaneously avoids de facto protectionism and distortion of competition. This
  34. article provides an insight into the key policy decisions undertaken by the Tasmanian state
  35. government that coincided with development of an internationally successful shipbuilding
  36. industry in that state. As such, this article provides a reflection on policy initiatives that may
  37. be valuable for government officials elsewhere.

  320. framework by federal and state governments over the past decade, Australia remains significantly
  321. below the OECD average in terms of its industries' economic contributions to real
  322. wealth creation (Brown 2000; OECD 1998). The major cause cited for this relatively poor
  323. performance has been inability of key government officials to implement effective industry
  324. policy that simultaneously avoids de facto protectionism and distortion of competition. This
  325. article provides an insight into the key policy decisions undertaken by the Tasmanian state
  326. government that coincided with development of an internationally successful shipbuilding
  327. industry in that state. As such, this article provides a reflection on policy initiatives that may
  328. be valuable for government officials elsewhere.
